My steam store was changed to Russian
Long story short, my account was logged into and a game was added to my account while the person who logged in changed my country to Russia.

I have control of the account but need to know if I need to contact Valve to make them aware that this happened. Where would I go to report this?

Did he change your profile information or actually store region? If second, you'll probably need to contact valve to change it back.
Anyway, you take all the responsibility for the actions made from your account. From Valve's side there's no difference if it was a hacker who decided to gift you a game or yourself trying to bypass regional restrictions.

The actual store region was changed, I'm trying to navigate support but there's actually nothing I can find for something like this.

Click your account's name in the right top corner, account details, update store country

Yes, it cannot be updated for two weeks since it just happened today.

What I am trying to do is contact Valve so they are aware that it was not me who did this in case something ends up happening.

Not much to worry bout.. you have 2 currency in ur account now just by changing it in ur cart after adding a game.. if you bought the game in ur currency it will revert back but still doesnt change ur region address.
