This purchase is pending while Steam attempts to collect payment.
When this purchase completes and Steam collects payment, Steam will email you a receipt and the product will be added to your library.
If the purchase should fail, Steam will email you a link that will let you try your purchase (with the discount) again for up to 72 hours.

I'm not familiair with Skrill. Well, I've heard of them, but I never used them.

Looking at the message you posted earlier, it seems that the payment wasn't instant, but delayed. Steam is trying to collect the money, but apparently can't.
Are you sure there are enough funds to fund the payment?

I also said we might be able to help. Obviously this is a payment issue so we can't but it's always worth posting your issue with a lot of info instead of just saying 'Steam is ♥♥♥♥'

Ok. My guess is that it's charged from your account, but Steam hasn't received it yet.

Some payment methods aren't instant, there is a delay in collecting. As I said, my guess is that this is the case now.
I understand it's difficult, but you might need to be patient. In my country there are banks that take a day to process a transaction, for example.

It would be helpful if someone who has used Skrill could provide an additional answer.
