Do you see the difference? Owning the GOTY grants you only the two big DLCs. You need the Deluxe if you want the others as well.

Which edition did you exactly buy? Verify that with the links above.
I apparently have "Oblivion Game of the Year". Yes obviously I see the difference, do you think I would post here if I hadnt already trawled through to double check this?
BUT, it says in the DLC.txt that i should have all the DLC's, AND it says that I already own it in the library - SO, i cant buy it again. I am trying to find out why this is. Whether it be a mistake, or I did infact by the Deluxe edition and there is a problem with steam.
What's in that TXT file is irrelevant and i wonder why you're bringing that up.
To feytharn. It says (as i have pointed out numerous times) GOTY on the licenses (as i had already checked and made clear). Regardless, it still says I have both in my library, and although I cant confirm 100% Im pretty sure that when I installed it way back in 2015, I had all the DLC, as I seem to remember geting pop ups when I start the game.
Case closed.
