HTML Steam browser

What happened? I Can't fix that

Press F12 -> Goto Network -> Press F5 (Refresh Page) -> look on the network tab what is red... -> make a screenshot -> post it here again

It looks like your browser doesn't load images nor css... do you have this problem on every website or only steam?

For the client..

Steam > Settings > Web Browser > Delete Web Browser Cache.

For your web browser, clear its cache using its settings.

Did it fix the issue in both the client and web browser(s)?
