Have you tried this past suggestion?
However, I can not even install a game. every time I try to install, I receive this message: "The steam servers are unreachable".
I reinstalled Steam maybe 10 times till now. I think the last option is to reinstall Windows. xD
Do you get the same error when you use a desktop web browser?
It's definitely worth a re-installation but that's going to take a lot of time and effort since you'd need to back-up games and their save files.
Try clearing the client's HTTP cache.
Delete the content in the HTTP Cache folder and restart the client.
You might want to see some additional troubleshooting here with programs that many interfere with Steam...

If everything goes to no avail, an attempted Steam Client re-installation and / or Windows re-installed is a last resort.
I've decided to reinstall Windows, and now it works!
