In windows 10:

1.Start > Settings (Click the gear icon above the taskbar)
2.Click on Ease of access in settings
3.Click "Other options" in sidebar, scroll to bottom where you find "Mono audio"
4.Toggle it on

Windows 7 and 8 have to use 3th party software to use virtual audio devices. Tbh, I never used a tool to virtualize audio like that. That's something someone else could answer if he has the experience.

I do know that virtual drivers like that use WDM, that can cause quite some annoying latency.
