Can a seller on ebay or other online store setup a steam account for you?

Because I came across a sell on ebay I was looking for a new game BioShock The Collection with a valid steam game key code witch I didn't think that it was a problem because I have bought valid steam game keys before and didn't experience any problems.



I was looking down on the page on the ad and this is the description:

Against the SSA and can get both accounts terminated. Not to mention that's basically a very easy way to scam people for the money they will pay and then hijack the account with credentials provided.

Depends on eBay's policies. Offhand I don't see a problem. But at the same time not everyone is going to read it, or they ignore it because the scam is too tempting or they don't want to believe it.

"Shared account" means all accounts associated will eventually be permabanned. Very much not worth any of that trouble. Report the seller on Ebay because it's fraud, and report them here if you can find their profile, because ... it's fraud.
