Steam doesnt know if you've used the items and thus wont refund your money since you could have alaredy used up all the stuff you technically bought.

Its also somewhat suspect you 'deleted' your account on the 10th but then posted a day later on the 11th that you couldnt log in......
The support staff on BDO told me I could make another account, they did not however tell me it would not be via steam until I made another ticket. You can think it's "suspect" but that is the truth of the matter.
In any case following Yasahi's advice and describing to Steam the full issue I did get the money credited back to my steam account.
