Tell Steam to GO offline. that way, the saved credentials will be maintained.
Remember though that you will not have any connectivity so any games that require it cannot function properly, and your achievements will not be counted as far as I know. You will not have access to any of Steam's online functionality such as chat or cloud saves. (IIRC)
There's really nothing to explain.
You log into Steam and your account details are saved.
Once you launch it and there's no connection, Steam will prompt you to go into offline mode.
That's really all there is to it.
You can keep Steam in offline mode and continue playing your games(that don't require an internet connection) by first ensuring in the log in screen that "Remember my password" is enabled.
At the top left corner of the Steam client under "Steam" you'll find "Go offline...". The client should stay in offline mode until you go back on again.
