How are new public tags created on steam?
As the title says, how are personal tags turned into ones usable by the public on steam?

EDIT: To be more specific, I am more referring to how new, Unique, tags are created on steam, not necessarily getting added to the top five or so on a product. Though the process might be the same.

Enough people have to use that word exactly to describe a genre in order for it to become a recognized tag. You won't do it just by brigading a few people to type it in, the game has to inspire thousands of people to put that tag in for that game.

I see, I had assumed something like that but I couldn't get a direct answer when googling. I'm guessing that a game creator making a new tag for their game wouldn't cut it either?

Correct, game creators aren't the ones who apply the tags anyways, users are. Too many times games touted as one thing end up being completely different, and that's where the user tag system shines, the more people who agree that it's actually X genre really helps people out when searching for a game to play later on.
