Did you confuse your drive size with your other drive? Double check your drive size for free space, and look at how big the update.
Steam doesnt do that anymore. it downloads and applies patches in the library drive the game is in.
I just tested this. Steam is installed on C, I have libraries on C\D\E\F drives (yes its a lot)
I updated 2 games on F and 1 game on E
The "Download" folder showed up on their respective installed drives, not on the c:\
The only one you cant 'move' off the steam installation directory is the "Steamworks Redistributables" now
