The rest of your PC specs are also important towards performance for different games, you'll need to make sure that your computer meets the PC requirements for the game you are playing.
8gb is kind of the minimum and civ6 is probably stressing that very far im shocked you were playing it on 4gb unless you were using the 2d overlay only mode
your gpu is likely also very underpowered but that's mostly guessing.

What is the CPU, GPU on the old, and the new PC?
If you do not meet the PC requirments to run the game, that would be the reason. Just because having more RAM does not make up for having weaker CPU, or GPU, hence PC requirment. The RAM is what storage game data, CPU is what calculates your game data where things, goes, your GPU is what display your video output, textures, and etc. So it's best to know what your old, and new for their specs so we can give you the right infomation you will be needing to understand.
Without ANY info from your part, we can only throw guesses at what your issue is, and nothing more, we be shooting in the dark because how little next to no info beside just saying how much RAM you had, and that doesn't help us at all.
