I'm not sure you know what 'third party' means, in this case:
Games' eulas are 'first party'.
Steam's is technically 'third'.
But every game MIGHT have specifics. So it'll depend on which game you actually mean and why you need to know.
"Don't cheat, don't reverse engineer the game, don't try selling the game, don't claim it as your own work".
Ripping assets
Well, ripping assets without the consent of the owner of those assets is copyright infringement and can get you a DMCA takedown or even being sued.
That is an illegal action that the Terms of Service don't need to cover.
Don't steal other people's work for your own. It is that simple.
