How do I install a game from scratch?
How can I completely reinstall a game, without keeping any backed up files/changes made to the game after installing it?

Right click the game in your library, "uninstall".
Then go into your Steam installation folder, into steamapps/common and find the game folder for the game with the same name.
Delete that too.

Then reinstall the game. Should have gotten rid of all modifications to the game files.

Since I want to ask how you delete save games for a specific game that doesn't have the option to delete the game file in-game: Does that delete the save game as well? Or do I have to do something different?

Save game files can often be found in your Documents folder.

You can also just google the place where your game puts its save games by default.
Like already mentioned, a lot of games put them into your " My Documents" folder but for the ones that have other locations, Google is your friend.

Keep in mind that if the game uses Steam Cloud, your save canautomatically be put back upon reinstalling.
