1. You don't do this if you're not from those regions. Example if youre from US, and friend from UK, you don't change your region to UK, as you're not from UK.

2. You can send Steam wallet gift funds which are not region restricted at all.

But if the gift card is already used and the money is on another account and you want to buy something for someone but cant because of regions.
Also because we arent using Gift cards using paypal but regions make it so we cant buy gifts for each other because we use different currencies

It's not saying you need to be in the same region. It's saying that because you are in different regions with different prices you cannot gift that game to your friend.

However is easiest for you, you send money to your friend so they can buy the game on their own, be it a Digital Steam Wallet Gift or Paypal transfer, etc.

For gifting please ensure the currency price gap is not more than 10%, doesn't matter if you're paying more, or less, it must not be more than 10% gap.

Also if you're going to buy Steam wallet cards from your local stores, you can buy one, and give the code to your friend, and will work, as Steam wallet cards are not region bound, what happens is it auto convert the currency to their once they redeem the code, or accepted your Steam gift wallet funds, as it will tell them how much in convertsion it will be.

You can use credit card, or bank transfer for Steam wallet gift funds, select the amount, select your friend, and pay the amount using your payment method of choice either credit card such as visa, or etc, or bank transfer such as paypal, or etc... The link I provided will take you to the Steam wallet gift page.

I need help! So i have friend in usa who wants to send me 10$ steam giftcard
But if he sends me digital ones it won't lift restrictions even if i spend it. So if he buys physical gift card and sends that code to me will it work?
And steam wallet cards and steam giftcard are different?

You shouldn't be purposefully looking for ways to circumvent the region lock. You're not allowed to and it could lock your store to that region until the next purchase from your own country. You have to use the store of the country you reside in.

Also, you should read this, it counts for you as well:

https://help.steampowered.com/en/faqs/view/2B3F-DAEF-846B-A0E8
What if I move and want to change my store country to the new location?
If you have moved to a new place, or are living abroad for an extended period of time, you can update your Steam country setting when you complete your first purchase using a payment method from that region. If your location differs from your current Steam account store country setting you'll have an option to change your store region while you view your cart or as you complete your purchase.

Example scenario: moving from Germany to the United States
Let’s say you’ve recently moved from Germany to the United States. When checking out you will be able to select the country in which you are currently located on the cart page. From this page you can select the United States to update your cart, pricing, and payment method options. After completing your purchase with a payment method from the United States your account country will be updated to the United States.

What if I want to purchase in a currency or region other than what is shown?
Your store country must be set to the country where you currently reside and you must have a local payment method you can use to make purchases.

All available payment methods in your current region are listed during the checkout process.

If you are unable to make purchases in your current region, look for Steam-compatible CD Keys and/or Steam Wallet Codes available for purchase at your local gaming retail stores.

What do I do if I am a new user that is currently traveling?
If you are a new Steam user it is not possible to temporarily change your store region to make purchases while traveling. You will need to return to your country of residence before you can set your store country.

We suggest setting up your account and your store region before traveling. Doing so allows you to see the store in your country's prices and to be able to make purchases as you would normally at home.

Example scenario: a permanent resident to the US creates an account in Spain
If your permanent residence is in the United States and you created a Steam account while traveling in Spain, you will not be able to set United States as your store country until you have returned home. To complete purchases while traveling in Spain, you will need to use a Spanish payment method or Steam Wallet Code.

Edit:
In other words, find another way for your friend to send you the required amount. If they're your friend IRL this shouldn't be an issue.

Also, a word of warning, if you do not know this person IRL or for a significant period of time, then don't go through with this. Strangers on the internet, that you've known for a short period, don't just decide to gift you free money. This is known as bait.

If this is about l making your account unlimited. you have two options, A) Visit your local retail, and buy Steam wallet card, and redeem on your account to make it unlimited, or B) You have funds add to your wallet, or buying things via Steam using payment methods directly though your account, those are your only options. Please note if your friend gift you funds it will not count at all because the payment method is not done via your account as it was done via your friend account to send to you which why it doesn't count.
https://help.steampowered.com/en/faqs/view/71D3-35C2-AD96-AA3A

You only need to spend at least $5 USD minimum on account either add $5 USD equivalent value to your wallet, or buy things to total of $5 USD equivalent value via Steam itself directly on your account that all there is to it, once have done it, your account becomes unlimited, please note system may take an hour, or so to update itself to make your account unlimited, may even need to restart client incase client not refreshing itself to your new features.

It's a good idea not to give advice that can get OPs account banned.

VPN is not allowed to buy games from other regions to get them cheaper. The use of the VPN itself is not prohibited. If the author bought a game in the original region and then changed it using a VPN to just gift the game, it's not against the Steam's Terms of Service
Only if Support picks up on it OP's account will get a gift ban for circumventing the region lock. Do you think the system is not going to notice OP keeps changing regions whenever he gifts games?

Edit: Actually, I'm pretty sure someone did try this before and their account got banned for suspicion of reselling games ages ago.

That's true, while doing it once or twice is not that bad, doing it constantly might get pretty much punished.

Be careful if doing so.
Nope, it's bad all around. We have no idea of knowing how many gifts or what suspicious activity triggers the auto system, so it's not recommended at all.

Also, this thread is a great example of why I hate when posters necro threads with topics just kinda related to the opening post.

I think it was stated earlier but what helped for me was just buying a steam gift card and sending the code/card to the friend

The poster who necroed the thread has an unrelated issue - he's trying to unlimit his account by circumventing the region lock. Your thread just got pulled along because people don't expect threads to change topic drastically midway through. See below.

Oh, you weren't interfering - sorry if the tone was weird. I was just pointing out why your thread had taken such an odd turn in 2021.:lunar2019piginablanket:
