You should contact Steam Support if that doesn't work, and be patient enough to let them reply.

If you can not provide that, then ask them if there another way to provide proof, if you have used credit card, or bank transfer on this account before, let them know, and they will ask for proof that way from you, and then just reply with proof to them.
I'm curious what did you do to convince the steam customer service that you have the proof of ownership on your former account?
Would be a PUK code. Least thats what it's called here. That allows you to retain the same number if you transfer mobile providers or need a replacement SIM whether due to lost, damaged or new phone requires a different sized SIM.
Getting them to transfer you number to a new sim should be simple and would take around 24hours to do. Thats from when you get the SIM so going into a branch is the quickest option.
