I know it's a simple and obvious question, but you'd be surprised.
I agree. You can give even random strings of characters and the payment should still go through. It's probably the card being declined from incorrect information (security code, holder name, etc) or issues with the bank.
So example let say you have your credit card company this address 123 rainbow road Texas USA 12344, and name is Bob Ross, what you do is you put the same address, and name you gave your credit card into Steam, then shouldn't be a problem as it should match the same info you have on your credit card.
Now if this is a pre paid credit gift card, please ensure you enable online purchase, as they require you to provide them info in order to activate for online use.
If this is a new credit card, ensure its activated, and can be use online.
If you're trying to use your bank card, and think it's same as credit card, then you're doing it wrong, as bank card are not the same as credit cards. Some banks provide include credit card add with your bank account hence credit card, such as Visa, or MasterCard, check with your bank if you can get that option, or if already have the option ensure have it active, and able to make online payments.
Now if your credit card is blocking payments to Steam, then you need to contact your credit card company to stop them from blocking Steam, as some companies block stores for poor reasons.
1. Grab your credit card, look on the back for your credit card company phone number.
2. Pick up your phone in hand, and dial the phone number for your credit card company.
3. Listen to the automated message to get to customer service / support, and explain your issue to them, and see why they're blocking Steam, and tell them to not block Steam.
