Friend's account is locked

my friend's uncle tried gifting him a 100 Canadian Dollars on Steam, but couldn't use his credit card, so my friend gave him his account details, and then he signed in the account in Canada, and after he added money on his account and spent some of it, his account was locked, not because of a compromised account, but got a fraudulent payment error.
he tried contacting Steam Support, and that didn't really work out.
is there any way he could get it fixed?

Your friend has to work it out with support but bear in mind he violated the Steam Subscriber Agreement in doing what he did so the account may remain locked forever.

There nothing he can do beside contacting support and work with them.


Also sending Steam funds, to do that, all his uncle has to do was make a new account, or login to his existing account, and send the Steam wallet gift to him. If his uncle added him as friends recently then need to wait exactly 3 days / 72hrs down to the last second, then his uncle can send him the gift funds that's about it.
