The ONLY way to change Store is to be in the country you want to change to,
put a game in your checkout cart, and then use a payment method that is registered to the country you want to switch to. That will allow you to change country region.
If you dont have a payment method for that country you can also contact Steam Support.
They will manually change the store region after you have proved that you are really living legit in that country.
That should stop people from changing country to get games cheaper.
It wouldn't work anyways.
What if I've been to Argentina for a few weeks changed my country while I was there and now can't change it back to the main country I live in. Can they help me with that?
You have to do the same thing all over again, yes.
This has nothing to do with OPs question. Don't hijack threads, make your own. It makes it easier for people to help you with your issue.
You can change your country at will. You just need to update your payment info, billing info and make a purchase every time.
But if you are not physically in each country when you do, you can have your account locked for fraud.
I have some funds in Steam wallet, in the currency of the old country. When I try to purchase a Steam game, it applies my wallet (without asking for payment method) and asking for a payment method for the difference, Options of payment providers are from my old country, as some of them do not exist in the new one.
(1) Now I could enter CC data with my current address in the new country, but I would assume there will be horrendous transaction fees (currency of old country not officially supported on the card it seems). I would like to avoid this.
(2) Secondly, if Steam debits in the old countries currency, will it still "know" (as in, for sure) that the CC has my new address in the new country? I do not want to end up having all future purchases in a foreign currency.
If there's another thread that applies to my situation more closely, first of all let me say I'm sorry for my bad Google-fu, but could someone please point me in the right direction? Or any other helpful info really, is appreciated.

On the checkout page next to the price will be a little dropdown menu that lets you switch to the current country region you are in. Do that and the price and your wallet will be converted into the currency of the new country.
Then simply pay for the purchase using your existing wallet funds and the rest with the CC and your Steam Store country will permanently switch to the new country.
There are no extra fees or anything involved doing this.
