Is there a way to rearrange my Game Library Collections?
I tried moving them up and down with my mouse but it doesn't work. I want for example, the Fighting Games Collection to be on top. I doubt there's a way, but thanks anyways.

Unfortunately I don't think there is a way to do that because Steam organizes the games alphabetically. You can create categories and put games in them, of course, but you can't move the categories around and the games you place in the categories will always be alphabetical.
Favorites are always on top of the library list. You can right-click on the game title in the list and 'add to favorites'. That's the only way to place specific games on top.

you can do the same thing using spaces in front. also for some reason more spaces lowers it on the list but doesn't display any spaces on the ui

The sorting works because letters have a value. The space has higher value than the normal letters, so it will be sorted to the end. That is what I'd guess.

Add shelf and then select the name of the collection you have created under select shelf.

This thread was quite old before the recent post, so we're locking it to prevent confusion.
