Facebook stream settings

Facebook livestream sucks, lets face it.
My stream quality on twitch is the same on what i'm seeing in game
but on facebook, it's blurry and it skip some frames

My setup:
Ryzen 5 2600
GTX 1650 Super twin fan
16gb RAM

Stream settings in streamlabs obs on facebook currently:
Output:

Output Mode: Simple
Video Bitrate: 1500
Encoder: x264
Audio Bitrate: 128 (prefered)
*Not enabled Advanced Encoder Settings

Okay, this is my important notes so read it before you comment
I have done a lot of searches on preferable settings, if I increase my bitrate my stream becomes choppy, skipping major amount of frames and it's stupidly blurry, you can't even see what's happening. I experimented with NVENC and NVENC new, with Max quality, every preset etc. but still, no hopes. Facebook recommends 4000 bitrate but as I said, the higher my bitrate the more the frames skip and the quality gets unscaled. Obviously I did everything I could at this point. I even tried my twitch output settings, my god it got a whole lot worst. meanwhile people live streaming on facebook can run a clean 60 fps stream. my fps value is 60 why isn't it smooth????
I tried max quality preset, but when I move the quality blurs, only when I stop moving, the quality becomes clearer. the scaling time of mine is slow.You may ask, Why facebook?
well, as you may know, my supporters, friends and followers, majority have no twitch account.

Also this depends on stable connection, server location, network bandwidth, and the user end device, and port forwarding.
