4,99 Euro is about 5.80 Dollar at the moment so it should be enough to unlimit your account.
Also, if you charged your wallet with 5 Euro that already counts as spending money on Steam and for unlimiting your account.
Also your account is level 2, that means you are already unlimited.
Limited accounts cant rise above level 0.
If you put them there via credit card or physical gift-card then you should already be unlocked. There is no reason to buy anything.
If you received it as a giftcard from someone else it won't work. YOU have to add the funds directly
