Can I run it?
I can run the minimum and recommend requirements besides my graphics card. I have a intel UHD graphics card on my laptop. Can I run Post scriptum at low settings at least getting 30fps? I will play the game at 720p.

No. The game requires at least a Geforce GTX 970 or equivalent.

Even the most powerful Intel videochip currently available is not even remotely close to meeting that requirement.

In general I agree with Cathulhu, all we have to go by on the surface is the system requirements stated by the developer, which are quite high.

However the minimum requirements for most games don't often equate to 720p/low/30fps as a target.

So I would say post your specs in detail. I wouldn't expect your Intel graphics to be close to a 1030 GT. But maybe someone has done a test with your Intel graphics, hard to say without the specifics though. 720p/low/30FPS might not be impossible, but there are some caveats.

A warning: Any issues had at any point trying to run the game well below the minimum requirements would be your own and you could not expect support from the developer, or even the overwhelming majority of the community. You'd be living on a remote edge of a deserted island. An update might ruin performance or break compatibility and you'd be on your own for a work around. So even if it looks like you might be able to run the game as abysmally as you hope for, that's not the only thing to consider.

Correct, it isn't. Even the GT 1030 is faster than any Intel videochip.

Right, in the video the 1030 is running the game at 768p low at 60-90FPS from what I saw. So an even lower resolution at a fraction of the framerate might be achievable on something with much less power.

Although to be clear, I'm not saying it's a great idea. Just that the information we're given for what can run the game at lowest possible configuration is virtually non-existent. The 1030 is faster than any Intel IGP. But a few Intel IGPs may be able to meet bottom of the barrel performance goals targeted by the OP. And it might be possible with proper specs from the OP to get an idea if his hardware might actually be able to squeak by.
