Steps to take NOW:
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)

Then still do 2, 3, 4 and 5 because those are as important if not even more important.

I don't think that by going on a website randomly a virus appears on your PC but doing a malware scan is ok

They could use something else than a phishing page if they were able to pull this off.
