missing downloaded files
it keeps saying that there is a missing file i dont understand i changed my downloading region and gave steam admin rights ive did a scan on my HDD nothing is working i dont know what to do i just want to play GTA 4

Check that your anti virus application has not quarantined some file from the game. Admin rights do not always prevent that. You might have to make sure that game folder is white listed.

If that is not the case, then perhaps there actually is a missing file. Have you tried validating them?
- Steam client > Right click the game, or use Settings wheel from right side of the screen.
- Properties > Local Files > Verify Integrity of Game Cache

If there actually is some missing file, then that should parse it, without the need of downloading it again.
