CCleaner + steam
When I make a health check for a computer via CCleaner, I am banned from trading on steam for 7 days. How do I stop this?

It’s simple - stop letting CCleaner wipe Steam’s tracking cookies. Whitelist Steam’s files in CCleaner if you really must use that hunk of junk.

Stop using ccleaner. It's superfluous these days anyway. As you noticed it's likely to do harm, and I'm sure you never actually noticed it doing any good. It's been rendered obsolete by progress.

Because CCleaner is likely removing files that Steam uses. The client could interpret this as you trying to exploit whatever mechanism.

You stop this by either excluding anything that is related to the Steam client operation or stop using CCleaner.

I recommend the second option.

CCleaner can also potentially nuke Steam's login tokens resulting in your saved login being lost.

As advised, it's a good idea to completely uninstall CCleaner and leave no remnants of it on your OS.

There's better antivirus and antimalware software out there, and Valve even added CCleaner in their KB articles as one of those things that can interfere with Steam in general.
