steam chat and friends and endless reload loop!

hi there!
i changed my windows 10 and now when i click on + my friends and chat tab not opening
and when i click on it steam goes on something like bug that endless reload over and over
actually i cant do anything...its like an blank page (all pages like store and library)
its just reloading an blank page :(

things i tested to fix issue but didn't work:
- changed windows several times and even installed other version of windows 10 like Home and Pro
- reinstalled steam several times Under different circumstances like with windows drivers installed and without it...
- i did cleared steam browser cach...
- i used some other DNS and VPN to test

Hi man, I have the same issue, but I'm using windows 8.1, so i don't think it is some sort of windows problem.

This is so annyoing, now I can't even run any game (Before this steam library reloaded several times, but not infinite times).

I had the same issue yesterday, I fixed it by going into interface settings and unchecking text scaling with monitor settings. Hope this works for you too!
