here are the things that have worked for me
ensure teredo is operating correctly. got to settings>gaming>xbox networking and click the check connection button. if the result says teredo is unable to quantify you need to perform the following command at an admin command prompt: "netsh int ipv6 set teredo type=enterpriseclient"
then go back to setting and click the check again button.
back at the command prompt (admin) type the following commands:
ipconfig /release
ipconfig /release6
ipconfig /flushdns
ipconfig /renew
ipconfig /renew6
ipconfig /registerdns
the commands may or may not generate some failure messages ignore those for now. this is normal.
after this shutdown steam (or if you feel like it reboot you machine)
open steam again and check your issue.

I strongly advise against using that blackbird software. it is likely to screw things up more on the windows side of things. that software lobotomizes windows. Windows 10 has been out long enough where it is certain that microsoft has not put any malware or spyware hidden in the OS. if there were, there would be a large uproar, which there is not. all there is is stuff that has continuously been regurgitated since the beginning. and not even that stuff as correct.
and just to be clear, I did try out that blackbird software on my system once. It broke windows functions so badly not even a repair install would fix it. I ended up having to do a factory reset on my machine to undo the changes.
Its been over a year now? I haven't had any issues since I ran Blackbird. I can't guarantee it'll work the same for everyone else as it did for me, but it solved my issue. That's just the fact of it.
But somehow when i try in safe mode, my steam works fine. need help
But that doesn't solve the problem where my download shows 0 bytes. Man, this sucks. Playing games in between working from home after almost a year of self-isolating in my apartment is the only thing that keeps me sane. Bummer.
you need ISP help with it, either your ISP or its partner's into steam server has a issue.
all form congested area to not there , dont aspect steam to contant ever ISP in the world to fix your issue, this dont help then Event Sale is on maximum call it aka black Friday. someone will get hurt in this if capasity at ISP into steam is not there.
do check own DL zone , other then that you are screwed , ( and this will not go away, waht about next steam event sale ) gl explan this to every ISP every steam user have,
tough wordyour problem with your ISP and all them they are partner with.
i have np with someday steam server cant keep up , only your ISP can confirm or proof that, no user have the power to make 10 user at each ISP with 1GB test at telehouse.
so stop thinking some tech here dont know how things works, we are many but that dont mean we want to post or help others here.
do not have own pc or router issue, this is where you have a extra pc to ruleout own mistake and you know it work at other place. ( no software or hardware is a excuess in own mistake then you take it to a ISP, that is Network traffic, ISP give a ratts butt about your router and pc issue. )
most ISP is not responsible for other the Wall plag and into own isp.
and we are back with a good idea to check with a friend's laptop to ruleout own mistake.
and do note i did never said steam server cant be the issue , but without proof you got nothing.
only ISP have lines past normal user 1GB or lesser network, very few private person have more.
Then VPN works , that mean traffic is going through ISP network.
that mean your your router and firewall might have issue with steam ports or still isp congested. and it work then you go VPN, talk with a network engineer at ISP , and fix your network with test with spare pc or friends laptop. ( solution is to ruleout own pc and router issue and ISP port is open for steam traffic , see steam network trouble shooting, do not have one of them ISP that might need customer ports open at ISP own security for allow steam traffic.
ps.
other things that effect odd outcome is ipv6 , DNS, DHCP, ports is open at own router and windows and isp firrewall if they use such or some has it
network mangement ( levono pc ) and QoS but that is more a reduce transfer speed.
again why Friends laptop yuo know work at hes places can ruleout own double mistake ( same as a technician test end customer location if hes work you are introulbe as we say today.
then this is not a steam or ISP issue thren test pc works.
