Content Servers Unreachable no fix?
I don't know where else to turn. I have already done every troubleshooting solution there is on this issue and none seem to work.
I have tried uninstalling and reinstalling steam several times.
I tried checking the proxy settings
I have checked DNS Settings
I have changed region download servers
I have deleted the downloads cache
I have restored my system back to a point where steam was working properly
I have no antivirus blocking steams connection
Windows firewall lists steam as an exception and allows connection
I have turned off windows firewall.
Only other symptom I have is that when signing into steam, it will come up with a network error, but trying a second time allows me to sign in. None of the games I try to reinstall or update even hop into the download list. I am at my wits end and am looking for anyone who may know of a solution.
Only further details about what happened is that When i tried to download controller configurations this morning, the client was always unable to download. Upon looking for solutions I saw someone post to uninstall steam and delete the registry files. After doing so and reinstalling steam this happened. All games are lost and I can't figure out any way to fix it.

EDIT: steam has no network connection whatsoever, however signing into the client works. Verifying identity does not, ex: ERROR there was an error communicating with steam servers. Please try again later. I can only assume this means something is keeping my steam client from having internet access, but this still happens even with firewall off and no programs conflicting with steam.

Yeah. Obnoxious isn't it? I spent a few hours on tech support with my ISP two weeks ago and they walked me through opening all the ports Steam listed, made sure everything was up to date on their end, rebooted my modem, and were very polite and helpful. I've been having this problem since the January 8th update. I'm sure of this because when that specific update was released in beta, steam stopped working so I used -clearbeta command line to remove it and steam started working immediately. But then it released for the public client, my steam stopped working. SINCE JANUARY.
On january 17th I decided to try out an old client since I was basically out of options and it managed to work. I tried to create a reddit post (which didnt take off lmao) and was told that it wasn't happening to anyone. I assumed it was just me and it would fix itself somehow. Here is a Steam Developer's response:

If the listed change is actually breaking you then it's likely your system proxy settings are actually bad. The fix mentioned causes Steam to correctly use a manually configured "Use automatic configuration script" address in some cases it didn't before, which is a setting you'll find in the Windows proxy/LAN settings dialog. If the change broke you then there is a reasonable chance you actually have this setting wrong, but haven't noticed because maybe you don't use the Internet Explorer and don't depend on other apps that use this setting.

Can someone enlighten me/us on what that means and if there is a solution to this.

We came to a similar conclusion. Something with the proxy settings but most of us are on windows 10 OS which has no easy way of configuring those proxy settings (and i certainly don't know how to fix that). Basically we think that steam is trying to automatically connect to the content servers through a bad proxy. There is no option for this in steam either as this isn't supposed to be allowed anyways. This may be because of a steam update or a windows update (or a combination), mine stopped working after i had updated my computer but blackbird fixed it for me. That's really the only fix that's been found. Steam should work if you run your computer in safe mode with networking but that's it.

If someone could narrow down what blackbird does (and how to actually do what does) and try these steps one at a time eventually you'd find the fix and the problem.

i just discovered a neat feature of steam/OneDrive/Win10 1809 that i didn't know about when i loaded steam onto my new laptop, maybe this has something to do with those that are still having issues.

I recieved a notification on my new laptop that "Steam.exe is downloading from OneDrive" It appears to be saves of my games from my old system that did not support the steam cloud. on my newsystem i am using a microsoft account and have Onedrive enabled.

maybe someone who is still having issues, could try re-enabling what they disabled, then switch to a MS account for login, and setup OneDrive on their system to see if the issue goes away? also remember to make sure automatic file downloads is active in settings > privacy .

OneDrive popped up with the notification the moment steam loaded up. this is a neat little feature . saves me the time and effort of having to transfer the files myself manually. I looked at my files on my OneDrive accunt, and the files that are being transferred do not appear there, and they do not apear to be counted toward the 5Gb of free space that MS offers.

I've given up at this point.
Same here, it's been this way for several months now. I have to go to safe mode with networking to update or install anything.
have you tried contacting your ISP about the issue? I do know, once my ISP flagged Steam servers as suspicious traffic on my connection, and took steps to block it. It wasn't until i called them and had them unblock it and explained what steam was that things started working again. this was quite a while ago when this happened. also.... have you tried to do a trace route (tracert.exe) using the steam cdn server address? where does the connection get blocked?

have you also tried switching the cdn server listed in the download tab of steam settings? ( i think it's labeled download region). if the server closest to you is not working, try selecting a server thats a little farther away.

I just wait 5 mins to get the steam guard code and another 5 mins to log in.
Then i wait around 5 more mins for the download to actually start. Even then Steam won't connect to friends and any Valve game wont work for another 10 mins or so.
as a last resort (nuclear option), have you considered trying out a clean install of windows?

Haven't tried looking into anything these days. It's just steam giving me problems. Literally everything else works.

I haven't tried reinstalling windows though.

I have 2 computer in my hause and both have this problem. I think this is ISP problem.
Just got a new modem from Xfinity. Apparently, the old one was well out of date. Unfortunately, this problem is still persisting.
Can't make any sense of this. PSN account gets online just fine. Nintendo eShop works just fine. My internet appears to work perfectly. Why is it Steam specifically can't connect? It sounds like we've all gone through all the BS of double checking Firewalls and antivirus interference and can't find anything. If it was an ISP problem, wouldn't my other friends who have Xfinity be having connection issues with Steam? They aren't. Process of elimination seems to say it's something terribly obscure in Windows or Valve screwed something up for an unfortunate few in that February update.
Either way, we've been bricked for 3 freaking months. Completely unacceptable. Unfortunately, the few of us hit with this probably don't even make a blip in their profits so this is very unlikely to be fixed. Screw Valve.
