Content Servers Unreachable no fix?
I don't know where else to turn. I have already done every troubleshooting solution there is on this issue and none seem to work.
I have tried uninstalling and reinstalling steam several times.
I tried checking the proxy settings
I have checked DNS Settings
I have changed region download servers
I have deleted the downloads cache
I have restored my system back to a point where steam was working properly
I have no antivirus blocking steams connection
Windows firewall lists steam as an exception and allows connection
I have turned off windows firewall.
Only other symptom I have is that when signing into steam, it will come up with a network error, but trying a second time allows me to sign in. None of the games I try to reinstall or update even hop into the download list. I am at my wits end and am looking for anyone who may know of a solution.
Only further details about what happened is that When i tried to download controller configurations this morning, the client was always unable to download. Upon looking for solutions I saw someone post to uninstall steam and delete the registry files. After doing so and reinstalling steam this happened. All games are lost and I can't figure out any way to fix it.

EDIT: steam has no network connection whatsoever, however signing into the client works. Verifying identity does not, ex: ERROR there was an error communicating with steam servers. Please try again later. I can only assume this means something is keeping my steam client from having internet access, but this still happens even with firewall off and no programs conflicting with steam.

@The Giving One Of course it is steam's fault, there has been a peak of report regarding the issue. https://outage.report/steam . That just means it is in fact steam's fault.

Using the analogy of flat earth sounds stupid and arrogant. "Let's assume for discussion purposes only, that there was a software conflict. Why does Steam get the blame and not the other software that is causing the conflict ? Just an interesting observation that I have seen here for years in many threads just like this one." You might be able to connect to the internet just fine, but that does not necessarily mean you can connect to the Steam network" -quoted from your posts. So who's fault is it? On a side note steam is working for me in safe mode with networking. I'm just gonna download some offline games and play them in offline mode. I've worked around them trying to update in offline mode in the past so i'll just do that again and wait for steam to fix this.

Guys, please understand. I have installed windows from scratch. 7 and 10, tried another workstation, tried everything related to the internet isp.

Its something related to ipv6, like they said. They broke something in ipv6 in the 9th january updated and tried to fix it on 1 february with no luck for some of us. ITS their fault. They broke their own client with a new feature.

Please stop destroying and uninstalling stuff from your pcs. You'll do that for nothing.

Ok, i may have found the problem, but this only applies to my local area connection at work.
I did some research and i found the content_log.txt file located in C:\Program Files (x86)\Steam\logs.

There, i saw that my steam was trying to connect to content server through proxy:

[2019-02-05 09:42:31] HTTP (CS,1204) - valve1204.steamcontent.com (146.66.155.4:80 / 10.53.0.4:8080, host: valve1204.steamcontent.com): Received 403 (Forbidden) HTTP response for depot 242822

10.53.0.4 is my proxy route, and 10.53.0.2 is my normal unrestricted route that is currently default on my pc.
I bypassed my local ip through proxy (because normally is disabled) and it works now.

SO, the problem is that STEAM is trying to connect through proxy server, even if IT IS NOT POSSIBLE (and also illegal) to use proxy for steam.
Now, who's to blame?

Windows proxy is deactivated, browsers proxys are also deactivated.

So just the content servers are trying through proxy then? Not steam as a whole? If so then that would explain the store page working perfectly fine. I've also had an issue before with my browsers (a very long time ago) and it was also related to proxy stuff. This makes some sense.

Tried bypassing proxy but didn't work. Something interesting is if I check the "automatically detect proxy settings" box. IE will show "The proxy server isn’t responding •Check your proxy settings 127.0.0.1:8080." but my default browser/firefox will still work. I've ran MB/adwkiller/roguekiller so doubt this could be from spyware.

Exactly! Only content servers are trying to go through proxy.

Well, they did mention that they "broke" the automatic discovery of http proxies in the january update.
Now is simple since i made the connection. Anyone who has a bit of proxy on their network, even if they are not using proxy on their pc, steam will try to connect there first. This seems like a bad move if you ask me, because you don't have the possibility to change if you should allow steam or not, to use any proxies at all.
I was lucky because I alone administer my work proxy and i was able to let my local ip through proxy, even if my WORK PC PROXY IS OFF!!!. With the proxy stopped everywhere, steam was somehow saw that a proxy exist on the network and go through that gateway.

Could someone walk me through how to configure IPv6? My wifi properties show "no internet access" for IPv6 connectivity. My wifi card (Intel AC 7265) supports it. I don't know if my ISP does. What do I need to do to set up a tunnel? I have Windows 8.1

I've tried to setup an IPv6 but i was on a windows 10 build that is not supported, so maybe this [tunnelbroker.net] might work better for you than it did for me.

Yeah, I'd have trouble with that too. I'm pretty sure that's the same issue. Try in safe mode with networking?

Does Safe Mode disable proxies or otherwise coerce Steam into avoiding its broken proxy attempts?
