Changing Steam Notification sounds

So i've tried to change the notification sound, miss the old one, and for some reason it simply doesn't change.

I have..
Tried setting it to read only

add -noverifyfiles

double checked to make sure it hasen't been replaced by the default one

All of this any even when the sound if different, completely different wav file, the old one is no longer even in the folder and so on, it still doesn't change it?

Help?

It is no longer stored locally. The file does nothing since the chat update last year. I was also bummed I couldn't use mine anymore.

What are they even thinking!
You'd think they'd atleast let us have our own custom sounds or use the old ones.

for me it only works for sreenshot and warning noises, i tried replacing steam sounds with AOL sounds until i realized the actual sounds are coming from the new update.
