What is SteamCMD?
My friend needs SteamCMD to play Garry's MOD...
But I don't know what is SteamCMD.

Yes, he needs the texture from CS:Source or SteamCMD to play Garry's MOD.

SteamCMD stands for Steam Command Line Prompt, not Steam cows milking dogs. It's a tool that's mostly useful for setting up dedicated servers.
