Why is the download speed so slow?

I have been without internet for a long time and just got internet installed at home today. I was looking forward to vegging out for a while but I am having a problem - namely, the download speeds are extremely slow.

My internet speed is advertised at 200 megs. In reality it is more like 230 megs. However, in Steam I am lucky to get a tiny fraction of that. I have ran a speed test and everything is normal. I've cleared my download cache. I have no download limit set. My server/region is the closest one to me. I have no other programs eating up bandwidth.

That said, I am trying to download a game and it is taking forever. With my internet speed it should be super fast, but it's taking hours. Does Steam itself have a cap on downloads?

Also, I've noticed that the speed is not consistent whatsoever. It will be fast for a moment, then slowly taper down to almost nothing, then speed up again, peak out, then go down.

What is the problem here? What can I do to fix this? This game is 20 gigs and at this rate it will be a couple more hours before I'll be able to play.

I should be getting 8 mbs per second but it never seems to pass 1.5, and even then it stays at like 500 kbs most of the time, all those good deals but no good servers to download them with lmfao.

Change Download Region

Steam -> Settings -> Downloads -> Download Region. You may need to test several regions other than your own.

Just because a region may be close to you, does not mean it isn't overloaded or having issues.

Old post, but this info may help me to get better download speeds.
I'm around 2.8 - 3.0 Mb/Sec

And I should get better speeds like that.
I live in Norway and have selected a server in Denmark I believe. (800-1000 km)
