I see some that you are talking about. Nothing points to piracy other than saying they downloaded the game. And that is not real proof. They could be Family Sharing.
Its dangerous to jump to "piracy!" conclusions without any proof.
Pretty much the only proof STEAM accepts is if someone blatantly writes in a thread " i pirated that game/ plan to pirate that game" or something like " you should pirate that game".
Those are pretty much instant permanent community bans.
Everything else CAN NOT be proved and will lead to nothing, no matter how often you report.
Which is as it should be. We dont need witch hunts for suspected pirates on Steam.
the user asked for help for a game he/she had downloaded i noticed there was no mouse icon.
So i mentioned that that they should own the game first! the user then went on to say they only wanted help to see if they could get the game to run first, before promising to buy the game.

Well that is indeed a clear case. BUT it was on the subforum for that game, correct?
Those forums are run by the game developers/publishers and they have their own rules.
They may ban users for comments like that but its their decision. If they do not want to ban users for that then thats it.
Only if users talk about it on the STEAM main forums can you be sure that they are banned for it.
I post with my other alt accounts all the time and I do not own the games on those accounts.
What would you say to me? Would you claim that I'm a pirate too?

If you want something in life go out and work for it and if you cant afford it save up for it.
