PS4 Controller Analog stick is glitchy

When I use the left analog stick it does not respond for a bit then jumps quickly and after I release the stick the on-screen cursor, and player movements, continue in the same direction, sometimes for a couple seconds after i let go of the analog stick. This has now happened on two controllers so it must be a problem with my PC or the micro usb I am using (I think). The only problem is when I go into my profile on DS4Windows it doesnt show any drifting whatsoever and the analog trackers work perfectly fine. Does anyone know how to fix this problem?

Edit: So out of game, my controller latency is about 4.2 ms. When I go in game it jumps to 30 ms. How do i prevent that from occurring?

I don't know how to solve it without spending money but i had the same problem in the past and it turned out to be a bad bluetooth dongle. I'm using an ASUS BT400 now (~$15 on Amazon) and it works like a charm.
