link menu -> settings -> display -> overscan

or tv menu, video menus, should have a aspect ratio setting, full native or just scan ect..

if its a monitor, most likely windows scaling, set that to 100%

I don't have a "link menu"..... I also don't have a "display" option under settings. I don't think you are using a PC.
He's assuming you have over scan because you aren't using a pc monitor either.

If you can't click and grab the window because it's off the border of screen to far, change the screen resolution in Windows temporarily, doing so should make any open windows pop back within the borders of the screen.
just exit steam client.
relaunch steam.

There is a malfunction with the steam client when I check "Scale text and icon to match monitor settings" The screen goes past the edge. But when I uncheck it the text gets so small I can hardly read it on this little screen. But, with it unchecked the screen shrinks down very small so I can see all of it, So, the first problem is solved.

Steam doesn't like scaling over 125% with that setting checked.
