Steamwebhelper.exe Is not starting up with steam?
I start steam up and Steamwebhelper.exe doesn't show up in the task manger. i have reinstalled steam and its still not starting up. there's no errors either. i can't use any of steams online services but friends list and library, all i get is a black screen on steam. and i can't play certain games that need it. any help would be nice thank you guys.

I am having the exact same problem.
Started 2 days ago. Tried leaving the Steam client Beta, clearing Steam Cache, removing compatability mode options. Still stuck.

When you click on the steamwebhelper.exe, does it pop up an error saying api-ms-win-crt-string-l1-1-0.dll is missing in your computer? It does to me

I get this error api-ms-win-crt-private-l1-1-0.dll

Weird.. I just checked, and the file mentioned in the error is present on my PC in the correct place. I even uninstalled and reinstalled the Visual C++ 2015 redistributable to make sure that the files weren't corrupted. Something seems to be messed up on Valve's end here, since no other program is throwing out this error, and the file it needs is available

I deleted all of steam but userdata and steamapps and reinstalled steam and it fixed mine. i hope this helps you guys out there
