Can I redeem a Steam Key from another country?

Hello, I recently bought a game on a site that I can redeem here. I wasn't paying attention and apparently I cant redeem the game in this country. My cousin however lives in a country where you can redeem this code. Would it be fine to lend him my account, and to redeem it there so I can play it here?

No, that would not be fine as that would violate the Steam Subscriber Agreement in multiple ways.
You are not allowed to share your account with anyone. That is grounds for a permanently suspended or even terminated account.
Additionally, you are not allowed to circumvent regional restrictions. Doing so would lead to the same punishment as account sharing.

Protip: don't use a VPN to bypass region restrictions. That is also a quick trip to a locked account.
