Read what Robin3sk posted one more time. You just had confirm this yourself using a VPN.
I have my pc for almost 7 years now, i used it for work, study, and gaming.
For me to be able to connect to my workplace's online server i had to use a vpn.
But when i played games, in order not to get ping lag, i turned off my vpn and in every single case restarted my pc. This was my routine for years. So when steam was running i didn't use a VPN.
About 2-3 weeks ago i got this error, the whole ssl cert. problem, i tried a lot of things to fix the problem but nothing worked, so i uninstalled my vpn program (proton vpn) as well, because i tought some patch changed something. But it didn't fix the issue.
Besides this whole story, i have 2 backup laptops, a lenovo legion y720 and a dell laptop. Robin3sk wrote that i have problems with my ISP, so i checked my laptops if they worked since they use the same internet as i have on my pc. The laptops (both) worked, so the issue is not ISP sided.
i still have the problem on my pc bot not on any other devices
Finally:
Just out of sheer curiosity i downloaded proton vpn again, and ran steam while vpn was turned on (this was the first time in my life when steam and vpn ran at the same time) and it worked.
Thats the current situation, but i'm starting to give up, since because of moving, i'll buy a new pc in september.
open notepad as administrator
>File>Open
>C:\Windows\System32\drivers\etc
>open hosts file
delete this:
>127.0.0.1 localhost
>127.0.0.200 store.steampowered.com
>127.0.0.201 steamcommunity.com
and restart your pc
Go here, and the one that зардонче with notepad, and see if Steam in there, also check your other files such as lmhosts, and networks, but also ensure nothing is wrong with protocol, and services as well. This best I can suggest to you at this point.

The problem has concluded.
I asked my neighbour (my lifelong friend) to let me connect to his internet and then switched back to mine and this seems to have solved the problem.
