- Ensure you have sync the correct time on your device, sync to the internet.
- Clear cache, and cookies.
- Ensure you're not using VPN, proxy, or whatever as that can mess with you for location login, and your clock time.
- Ensure you're not blocking/filtering certain things if using 3rd party software to manage incoming, and outgoing traffic on your device.
Well that's probably not true. The SSL certificate is server side. Million and millions of people can access the store fine. So it's not an SSL issue on Valve's side. So there could be a slim chance it's an ISP issue. But the more plausible explanation is some issue with your modem, router or system.
Seeing as you haven't diagnosed the issue I am thinking you haven't tried everything. But if you really want help instead of making a vague and untrue statements you might start listing the exact things you have tried. From there it may be possible to identify the issue, or direct you to some new solutions.
My aim wasn't to mourn. I'm not an IT guy, i know how to install and manage window/programs and thats all. I'm really not into advanced settings, i did everything in my power to find a solution, but i didnt succeed. Her is a list of what i tried, i'd be happy if you could help me out.
-made sure my date and time settings are correct
-reset my router and my modem (including every switch and access point in the house)
-reset my pc's internet and ssl settings
-removed every vpn and remote access programs (i used these for work and study for years and hat no problems with them)
-re-installed steam, tried steam beta
- Cleared cache, and cookies.
- Ensured that i'm not using proxy
- Ensured that i'm not blocking/filtering any flow of data
I want to make clear that i havent changed any setting nor on my pc nor on my modem/router/switch/access point in months, and didn't install a single game or program besides valorand, during it's beta, but steam work fined after i downloaded valorant. I first noticed my issue 2 weeks ago.

I would give these two things a try, do one try the store, than the other. Lots of things get cached that may not be covered by your normal clear cache/cookies process. SSL certificates may be one of those.
If you use 3rd party software that manage permission, and/or internet connection, just run in Windows safemode with network enable, don't run any other applications you only want to see if you can get to Steam without the error, if it doesn't happen, then means you have something installed that messing with you, if it does happen then something wrong with as said above.
Just throwing it out there, doubt this will do anything, update your browser, and I assume you're using Firefox or Chrome?

I believe that it's just an issue with shared ipv4 addressess because of your ISP.

The same error ssl cert and access denied can occur as a result of that and i am at least 90% certain that this is the case.
You already did all of the steps such as changing DNS, checking date/time; disabling proxys/VPN's or seeing if anything else is affecting your connection.

That's definitely IP related, or related to your ISP, then.
Regarding the issue, you should contact your ISP about shared ipv4 addressess.
In the mean time, you can try generating a new IP somehow (based on the type of IP you have).
