Buying CD Keys, Product Codes from SAFE, TRUSTED Third Party Sites

When you buy and active steam approved game/product keys to your steam account do they add to your "games owned" count? Sometimes i can't tell or if there is a delay to steam registering the key activation?

Yes, they count the exact same as games you buy directly on Steam.

They do, otherwise I'd have much less games on my game counter.

It's irrelevant where you buy the games, these will not count anyway:
- Games banned and removed by Valve;
- Games with "Profile features limited" on the store page;
- Games with "Steam is still learning about this game" on the store page.
Also Free to play games, but you don't buy keys for them, so less relevant for the question.
