What does General Mature Content mean?
Playing a visual novel with this warning on it right now. I have Adults Only content hidden and pretty much the only other descriptor is violence on the store page. The game mentions horror elements when I boot it up. Is it like a descriptor used when the publisher doesn't want to spoil the game? Or a catch all for anything that could be considered M rated?

Yeah, basically anything that can be considered M-rated.
