the files were downloading to the other drive while the game was on my main C drive , so not on purpose

Ensure that C drive is set to default under the Steam library management.

Ensure nothing is interfering with Steam client, such as anti virus / firewall.

Could try these things.
- Opt into beta, if already in beta, opt out instead. You can do this from the Steam settings under account tab, and click on button change.

- Clear download cache, you can do this under Steam settings under the download tab, and click on button delate download cache, and see if issue resolved.

- Reinslling Steam, to keep games, go to where Steam is installed, move Steamapp folder outside of Steam folder, uninstall steam, ensure Steam folder gone, if not delete it, then reinstall Steam, run it, when finish downloading the client, exit out of it, move back the Steamapp folder, then launch Steam, and login, and see if issue resolved.
