Steam Big Picture has low FPS and mouse lag?

I just got my steam controller, and I wanted to use it. For this, I need to use Big Picture, which is often easier to navigate with a mouse. But for whatever reason, moving around with a mouse is impossibly difficult. It has a super low framerate and the mouse lags way far behind. This is without having a game open or anything.
