If the publisher works with Steam to provide refunds, then yes. Otherwise, Steam is not going to refund you from their own pockets.

You can still make a request for a refund but the chances you'll receive it are low.
You really have no choice. In that EULA that you skipped reading and blindly agreed to are provisions that say support for the game can end at any time.
