Is uploading a steam background as artwork breaking the rules?

I want to upload a background for a game as artwork so I can use it as those big squares on my profile. (using steam dot design)
If I do this without editing any of it (other than what steam design crops) does this break any of the artwork rules on copyright?

as far as i know , its not against rules , you technically didnt create the Artwork yourself ( the website did ) , but since its just a section of a background , no one will go Flag your artwork saying that you didnt create it ( i think only the Artwork creator could flag it )

i dont know it for sure but just going by logic it makes no sense , Steam isnt an essay or wiki website you would need Permission to upload stuff ( once had to ask a website for permission to use pictures for a school project ) it mostly is used so Person A cant just take Person B's hand drawn Picture of Gabe newell and Upload it like he created it

When uploading art you have to tick a box there you state that the art uploading is yours and made by you. So i would say no, but it will most probably only get removed if reported by someone or a admin finds out.
Any one can report it. The artist owning the rights can also make a DMCA to get it taken down.

Yes, you'll be breaking the rules. There aren't many people who will report you for it if you are just using it for your steam profile. No one would sue you for it, there are a lot of other users doing it, does not make it right but I guess not much people would be too much concerned with it.

Also there are tons of free content out to be used without any problem, not necessary needs to be a copyright work.
