Its hardcoded into the Steam browser/client on the server side and Steam rejects any sums below that threshold.
For sums above that minimum you can change the exact number like you want, so if you want to charge your wallet with 8.88$ for example, that is possible. You can find multiple guides how to do that just bei using Google.
But nothing works for under 5$.
Yup, just set your PayPal account as a payment method on Steam, then you can use it to pay directly for games, even those under 5 bucks.
Or combine it with your Steam Wallet funds at checkout.
On the positive side, it would be difficult to find a game or set of games that costs some arbitrary amount in the Steam store.
