Disk usage 99% & 0 mbps when downloading

Recently whenever I try to download, task manager shows disk usage at 97 or 99 percent although write speed is only at 1-2 MB/s (my ssd's write speed is 510MB/s max). When I start a download, the download speed is fine but the disk usage rapidly climbs to 99 percent, after which the download suddenly stops at 0 bytes/s. When I pause the download, disk goes back to 0% and when I resume download speed instantly comes back but then stops like before.

I'm downloading from the WA server in Australia and my plan is 100mbps down / 20mbps up on NBN (FTTN Optic fibre).

Specs:
525gb Crucial MX300 SSD
i5-6600k
MSI GTX 1070 Armor
MSI KRAIT Gaming 3x LGA1151 Motherboard
Windows 10 Home

Anyone know what the issue could be? Thanks in advance


EDIT: I managed to finish downloading Unturned (1.3GB size) but when it 'finished' it just reverted back to the start; 0MB / 1300MB (!??)
I also tried downloading from chrome and it worked perfectly fine. Write speed was normal and disk usage was under 30%

Just let it finish, all of this is normal. Disk usage with nothing downloading; is when Steam is compiling or unpacking the updates and such.
