Try connecting to Steam with a different network, try running Steam as an administrator after killing the process.
If it doesn't work, the best solution I know so far is to reinstall Steam, it works 99% of the time for people:

Go into your Steam Directory (default is C:\Program Files unless otherwise specified during the installation).

Press Ctrl + A at the same time.

Press Ctrl + LeftMouseButton on the following folder and file: "steamapps" (The folder which contains all your games, software within the Steam Client) and "Steam.exe", the client executable itself.

After installing Steam, it may appear as if you don't have any games installed, select to download the games you had installed and during the Memory Allocation, the message will turn into "Detecting existing files..." and you'll be able to play.

Add the -tcp argument to the steam launcher so it looks like this:

"C:\Program Files (x86)\Steam\Steam.exe" -tcp

what does connecting to steam with a different network even mean?

Me neither. Suddenly disconnected earlier and it won't log on.

Same here. Only thing I can do is disconnect from my network altogether and then I'm able to get into offline mode, but if I reconnect and try to go online I just get sent back to where I started.

It seems like I am not the only one experiencing this issue at the moment

Yeah it's busted. Everyone keeps making posts about the same thing.
Someone from Valve should pin a thread at the top so we at least know they are working on it..

So glad I decided to Google this issue and found this thread! I have been having issues since about 3:30 CST ... I have restarted my PC, updated my PC, updated the external SSD that my steam is installed in... I have tried launching it from start menu, from the task bar.. tried launching a game from steam browser... So does anyone know why there is an issue? Or anything else we can try?
