Report a translation problem
As I'm not familiar with "missing file privileges", it's the only thing that I could think of. You may want to wait for others' opinions, but doing the "reset" only takes a couple of minutes for me and I have more than 700 games.
they tell you clear your steams cache, they tell you to uninstall steam, then redownload it and this includes uninstalling all games that go with it and then try again. they tell you to start steam as an administrator.. though we shouldnt have to be doing this for steam to work, steam should have a place where we can figure out how to fix this or have them fix it themselves.. which would be the main way to fixing this problem. I have more than one game that wont update because Im missing file privileges.. other people dont have privilege to download or buy their game. I havent found a response to this problem either and I've had this problem for the past week or so now. I was also told to restart my computer. that helped someone else out.. so I did that... nothing. I have tried starting it as an administrater. it works. it updated the two games Im having problems with, then the next day, they were waiting to upload (both the games) and I couldnt update them. missing privileges. however one of the games I KNOW doesnt even have an update yet. the other game is getting updates ALL the time. patches I should say. but I still cant do anything about it. well thats all the info I have on it right now. I dont really know where to go from here.

What program is igfxEM? Is that something in your Startup or do you run it manually?
